When do i start development?

Whenever i buy RPG maker i will be able to start work on the game. Im hoping to launch this on steam and stuff like that! but right now ive got nothing except 80$ from some other stuff. This might take a while since its hard being an indie dev making 0$ and having to work on roblox with a huge community
